Caldwell County, North Carolina (NC)
Organizers say the new pre-trial release bond supervision program and expansion of the electronic monitoring work release sentence program in lieu of incarceration will reduce or slow the jail population, improving efficiency and reducing incarceration costs for the county. The program will evaluate defendants charged of felony and misdemeanor offenses who are in Comal County Jail and who have not made bail, with an aim toward releasing those not deemed a threat to society while they await trial. Supporters say the bond supervision program would allow individuals who might be otherwise needlessly incarcerated to earn money to support a family. It could also test the defendant's potential for future compliance if ultimate case disposition includes community supervision.
